By what rules does the U.S. operate?

So if the United States doesn’t operate according to the U.S. Constitution, by what rules does it operate? The Hague Conventions...the laws of war. The laws of war apply because the United States has been in a perpetual state of war since Lincoln...of some variety or another. Right now it remains the “war on terror” begun by the Bush administration in 2001. When the “war on terror” ends, there will likely be another war, like the war on drugs for example. In this manner, the United States remains under International Law controlled and financed by private interests; that is, unless We the People step up in mass numbers and change it.
