The Second Continental Congress called for a convention for the purpose of revising the Articles of Confederation which, according to the Articles, could not be revised without confirmation by the legislatures of every state. What actually happened was a different form of government was created with an entirely new constitution which was not confirmed by all of the states. In other words, the country began functioning on a broken contract.
